Management Review Specialist. Assigned to Special Projects Section working directly with the Inspector General and Chief Internal Auditor on tasks of critical and sensitive nature as well as administrative duties. Initiated use of Computer Assisted Audit Techniques (CAAT).

1/98 to present: State of Florida Department of Transportation Office of Comptroller General Accounting Office

Revenue Management Administrator (A/A/T Level IV) Managing revenue collections and funds ($4.3 billion) for the agency. Provide leadership and direction for the Revenue Management Section including statewide financial and accounting functions for revenue; cash management; toll/Turnpike revenue, reimbursements and accounting; compliance with bond fiscal provisions; preparation of financial reports; use of automated systems and related areas. Assistant Staff Director (SES). Administrator for Personnel Systems and Quality Assurance for a 44,500 employee organization. Led agency systems migration from internal personnel system to outsourced system (COPES) which involved three agencies, numerous internal systems, and two years of planning and execution. Duties included system owner for agency personnel and payroll data base; directly managed Central Office's Personnel Systems units including Systems Operation, Quality Assurance, and Training; provided state wide management for personnel systems and operations including planning, directing and controlling personnel management administration in a decentralized environment. Management skills include advanced understanding of Electronic Data Processing, system development life cycle, organizational dynamics and management, quality assurance systems and practices (TQM).


6/87 to 12/93: State of Florida Department of Transportation Office of Chief Internal Auditor

6/91 to 12/93: Senior Management Analyst II. Duties included Chief of Review for Audits & Investigations office (50 staff, 900 reports) and cost center manager for the Special Projects Section conducting audit quality assurance reviews, production management and systems/processes administration. Full managerial responsibility and accountability for functional operations of section as described immediately below. Handled special assignments of critical and sensitive nature for agency head and Executive Office of the Governor Chief Inspector General. Facilitated several employee directed improvement teams such as the Personal Computers Users Committee and Procedures Committee. Assisted and led national (AASHTO) audit quality assurance reviews of other states. Functioned as acting inspector general for extended period during absence of office head.

6/89 to 6/91: Management Review Specialist. Assigned to Special Projects Section working directly with the Inspector General and Chief Internal Auditor on critical and sensitive tasks as well as administrative duties. The Special Projects team required immediate and quick response to meet urgent deadlines as well as the ability to use individual and unsupervised initiative on long term projects. Duties included review of management systems and practices, conducted investigations of potential fraud, waste and abuse, developed automated methods and procedures to increase production of the office, and updated policies and procedures for the Office of Inspector General. Also, functioned as Report Coordinator for production management with short and long term planning (up to five years) of future assignments. Initiated use of Computer Assisted Audit Techniques (CAAT). Other assignments included Training Officer and Inspector for internal quality assurance reviews and office compliance with Generally Accepted Government Auditing Standards (GAGAS).

8/87 to 6/89: Senior Contract Auditor. Conducted financial audits of government contractors to determine allowable costs in accordance with Federal, State and contract requirements. Audits were performed according to applicable job cost accounting principles as per GAAP, GAAS, GAGAS and the Federal Acquisition Regulations. Performed technical and analytical review of other auditors' work papers and reports to assure adherence to professional audit standards and accomplishment of audit objectives. Participated in Davis Productivity Award for contributions to Consultant Contract Auditing Team "A".


3/84 to 8/87: State of Florida Department of Insurance

10/85 to 8/87: Insurance Examiner II (Senior Financial Examiner), Division of Insurance Company Regulation. In addition to the duties for Financial Examiner listed below, conducted emergency inspections, investigations and examinations. Reviewed reports of field examiners and appropriate actions taken to assure statutory compliance

6/85 to 10/85: Insurance Examiner I (Financial Examiner), Division of Insurance Company Regulation. Reviewed and made recommendations on applications for granting licenses to companies authorizing them to conduct business in Florida. GAAP and GAAS were applied in examining, evaluating and making professional judgments on each company's financial ability to meet its responsibilities to the public. Annual reports for regulated entities were examined to determine financial solvency and statutory compliance for renewal of license. In addition, generally monitored the activities of the licensed entities and industry, and assisted in drafting proposed laws, rules and legal forms.

3/84 to 6/85: Special Investigator, Division of Insurance Consumer Services. Conducted complex financial white collar economic crime investigations involving alleged violations of the Insurance Code by agents, companies and bailbondsmen. Upon completion of the investigation a detailed report with evidence was submitted to the Department for the appropriate administrative action of fine, suspension or revocation of license for the subject. If further action was warranted, the report was referred to the State Attorney having jurisdiction for criminal prosecution. Investigation territory included the entire state.


7/79 to 3/84: Premium Auditor

12/83 to 3/84: Subcontractor, Berry & Associates, Tallahassee, Florida. Duties other than as an auditor listed below included generation of work through business contacts.

7/79 to 12/83: Federated Mutual Insurance Company, Atlanta, Georgia. Duties included auditing policy holders' records for the purpose of classifying payroll, fleet and liability exposures. Statistical data was compiled and synthesized for computation of the Workers Compensation Transition Program. All data was summarized in concise form for computation of actual premiums. Trained company personnel and evaluated trainees as needed. Conducted presentations at district marketing meetings on a semi-annual basis.
