For the past nine years, Tal-MOAA Scholarship Foundation, Inc. has awarded $45,000 to 37 graduating Junior ROTC cadets. Awards are based on merit: academic achievement, leadership, and service to ones community and school.
Once each year, the foundation solicits donations by separate letter to prospective donors; however, for contributors to be eligible for an income tax deduction and or for personal recognition, checks must be made payable to the Tal-MOAA Scholarship Foundation, Inc., P. O. Box 3311, Tallahassee Florida 32315.

- November 1998 Scholarship PROGRAM (not Foundation) was established.
September 7, 1999 RADM Grant was appointed President of the Program.
2000, a scholarship awards program began.
July 2003, The Scholarship Foundation was created and incorporated as a non-profit organization under Section 501(c)(3) of the Internal Revenue Code
