Duties and Responsibilities: Assess reporters’ allegations of maltreatment of children, disabled, and elderly adults to see if those allegations meet the criteria for reports under Florida Statue (Chapters 416 and 39) and Administrative Rule (10M-29). If report criteria are met, report is entered into the statewide database (Client Information System) and, in certain cases, called directly to the local office for handling. When report criteria are not met, the caller is referred to resources, usually in his or her own community, for assistance. Other types of assistance to callers are provided to those callers whose intent was not to report abuse or neglect in the first place: for example persons calling in complaints about the Department are counseled as to the appropriate procedures to air their grievances. Some of the most challenging calls are in those cases where the caller believes there should be a report but the legal criteria for a report have not been met: dealing with these often irate callers requires tact, skill, and patience.

Duties and Responsibilities: Developed and operated Evening Outpatient Program. The program was developed to meet standards of Florida Statute (Chapter 397) Florida Administrative Rule (10E-16 as it was known then, currently 65D-16), and the standards of quality care expected of substance abuse professionals.

Operating the program consisted of assessing the substance abuse, legal, psychosocial, educational, and employment histories of prospective clients and participating in (or facilitating) the development of intervention strategies. Those persons who were appropriate for the Evening Outpatient Program were admitted to the program. There they attended individual and group therapy, psychoeducational experiences, and Alcoholics (or Narcotics) Anonymous. I provided individual and group therapy and psychoeducational groups. I was responsible for the ongoing assessment of participants’ progress and for assisting those leaving the program in developing appropriate discharge plans.

Duties and Responsibilities: In the Emergency Services Coordinator’s position, it was my responsibility to hire, train, and supervise emergency services counselors in the county, ensuring that after hour and weekend coverage was provided for mental health emergencies. This included working together with medical and law enforcement personnel, members of the community, and agency personnel to determine the need for immediate placement in crisis stabilization or developing other plans as appropriate. In my regular counseling position I was considered "the generalist" on the staff: my caseload included some of all the different types of clients which the other counselors on staff specialized in, including children, adults, family, substance abuse problems as well as those chronically mentally ill individuals who were being maintained in the community under the program known at that time as Continuity of Care Management System (CCMS: I was certified by the State of Florida has a CCMS Case Manager). I conducted intake interviews, psychosocial histories, developed, together with my clients and other members of the treatment team, treatment plans. In order to meet the objectives identified during that process, I provided individual therapy, supportive counseling, and case management services. I conducted ongoing assessment of clients’ progress and facilitated discharge planningwhen the time came for the termination of services. I provided information to the County and Circuit Court Judges in and for Madison County and at least once was certified as an expert witness in so doing.

Duties and Responsibilities: Administrative supervisor of all military staff in the counseling center, as well as maintaining my own caseload. Before becoming the Noncommissioned Officer in Charge, I had been the Training NCO. We provided substance abuse evaluation, referral, and treatment for units in the Mannheim Military Community. I operated as a consultant to commanders. Treatment plans were developed jointly with the commanders of the soldiers who were believed at risk for substance abuse problems. I facilitated group therapy sessions and conducted any individual therapy which soldiers may have needed. Together with the soldier and oftentimes the commander, aftercare and discharge planning was completed.

At Ft Harrison I was Noncommissioned Officer in Charge of Clinical affairs, responsible for training and supervising subordinate counselors as well as maintaining my own caseload. Treatment modalities included conventional therapies, biofeedback, and hypnosis. Additionally, I was responsible for consulting with commanders about organizational mental health and personnel issues. I designed and implemented a training program for the Defense Information school at Ft Harrison which all cadre were required to attend, teaching the basic fundamentals of counseling, assessing and managing crisis situations, and stress management.
